When Pamela Chambers O’Rourke founded ICON Information Consultants, LP in 1998, the women’s representation in the IT industry was limited.

“I saw firsthand the challenges faced by underrepresented groups in finding equitable opportunities,” she says. “At the same time, companies were struggling to access skilled, diverse talent.” From that tension, ICON was born.

Starting out in Houston, Pamela brought together her IT expertise and deep business insight to build a company focused on solving critical workforce challenges—from sourcing top-tier candidates to navigating the compliance maze of contingent labor. Over the years, ICON has grown to manage over 7,000 consultants across the U.S. and Canada, serving major players across industries.

Empowering Clients and Communities
ICON isn’t just a staffing firm. It’s a comprehensive workforce partner, offering everything from recruiting and talent curation to independent contractor (IC) compliance. Pamela’s approach is distinctively human-centered, even as her company leans into cutting-edge technology like AI-powered sourcing platforms.

Despite ICON’s steady ascent, Pamela knew there was more potential to unlock. Certification through WEConnect International was a strategic move, and one that aligned perfectly with her broader mission.

“Certification validates the credibility of women-owned businesses and opens doors to global opportunities that might otherwise be out of reach,” Pamela says. “It’s not just about growing my business; it’s about being part of a movement that uplifts women entrepreneurs around the world.”

She has been part of WEConnect International since its inception, and was the first U.S. business to be certified through WEConnect Canada. In 2024, Pamela joined the WEConnect International Board of Directors, deepening her commitment to the network and its mission.

Growing with Purpose
Looking ahead, Pamela is focused on expanding ICON’s capabilities and footprint. The company is investing in AI tools like Opptly to refine talent matching and is doubling down on its compliance services.

ICON’s vision is ambitious but grounded: remain an agile, client-centric partner, deliver measurable results, and continue shaping the future of work.

Advice from the Front Lines
Pamela’s journey hasn’t been without challenges. From establishing credibility in a male-dominated industry to scaling a fast-growing enterprise, she’s faced (and overcome) more than her share of hurdles. Her advice to other women business owners?

“Believe in your vision and never let fear hold you back. Surround yourself with mentors and advocates. And don’t be afraid to invest in yourself and your business.”

Most of all, she says, “Use your platform to lift others as you climb. We have the power to create lasting change by supporting and empowering one another.”
